The San Jose Fire Department was at the scene of an underground vault fire along Highway 101 blocking the westbound Tully Road on-ramp on Thursday.
Firefighters requested the assistance of Caltrans and PG&E to determine underground travel ways and utility lines, they said.
PG&E said that its equipment was not involved in the fire.
