We Investigate: California's ‘disastrous' Next Gen 911 rollout

California is overhauling its aging, landline-based emergency call system with the Next Generation 911. But according to sources, and documents obtained through the California Public Records Act, the nearly half-billion-dollar project is years behind schedule.
