State and Federal Help for Storm Victims

A total of 17 counties in the state of California are now under a Presidential Disaster Declaration, including Napa, San Mateo, Santa Clara, and Sonoma counties, as well as Mendocino, Monterey, and Santa Cruz. So, what does this mean? NBC Bay Area’s Raj Mathai spoke to Dr. Frances Edwards, from the Mineta Transportation Institute at San Jose State, for some insight.
