Will Californians Vote Yes Or No on Proposition 30?

Californians will decide a key question in November when we vote on Proposition 30. The initiative would add 1.75% in income taxes or anyone earning $2 million or more, bringing in between $3.5 billion and $5 billion annually. Most of the funds would go for rebates on electric car purchases with at least half of that amount dedicated to people with modest incomes. NBC Bay Area Political Analyst Larry Gerston explains.
