Connection between climate and ocean temps

We’ve seen some major weather extremes around the world this year — from record-high temperatures, to massive flooding. And a recent federal map shows California ocean temperatures remained cooler than average for much of 2023. Meteorologist Vianey Arana explains the connection between the two.
