Does the SFPD data tell the full story?

The San Francisco Police Department says crime numbers show a nearly 50% drop in car break-ins and that the city’s recently-launched bait car operation is having a major effect. There’s also a drop in reported shoplifting. NBC Bay Area’s Raj Mathai spoke to Consumer Investigator Chris Chmura and David Ashforth of DMVI Inc. for some insight.
