A pedestrian was struck and killed by a vehicle near her home in Oakley Thursday morning, the city said.
The collision happened at about 9:55 a.m. at the intersection of Main Street and Ramos Ranch Road, according to the city.
The pedestrian, Diane John, died at the scene, which was "mere feet" from her home, the city said. Her family was home when the collision happened.
"It's tragic, and there are no words to explain it. I have no words. It's very ugly, very bad what just took place," said Ricky John, a family member of the victim.
The driver, a 77-year-old man, initially drove home but later returned to the scene, according to the city. He was taken to a hospital and was cooperative with investigators.
The city said "a medical impairment" may have played a role in the collision but did not provide additional details.
"The members of the Oakley Police Department are especially aware of the sensitivities of this tragic incident," police Chief Paul Beard said in a statement. "The Department extends its sincerest condolences to the family.”

Main Street was shut down for about three hours to allow for authorities to investigate, the city said.
"I'd like to know what was going through the driver's head at the time it looked like he swerved to hit her," Ricky said.
