San Jose Considers Rewarding People for Catching or Identifying Vandals

San Jose says it doesn’t have enough officers to crack down on city blight such as graffiti and illegal dumping. The city councils is now considering a proposal to reward people for catching or identifying violators. Robert Handa reports.
