William Johnson, 64, is one of more than 20 seniors with disabilities receiving free or subsidized housing in Solano County as part of federally funded homelessness prevention program. The nonprofit running the housing initiative, however, was forced to take out a loan to keep the program afloat when it didn’t receive the federal dollars and signed contract it was originally promised months ago.
