How are tsunami warnings issued?

Several strong earthquakes in Northern California sparked a tsunami warning along the California coast. Because of the strength of the quakes, and some being centered off the coast and in the Pacific Ocean, they prompted tsunami warnings. NBC Bay Area’s Jessica Aguirre spoke with Dave Snider, a tsunami warning coordinator with the National Oceanic and Atmospheric Administration, to understand how a warning is issued.
